Abstract

This article discusses the laws and international treaties lack of regularity of real state development, once it turns owning a property naturally into a matter of buying and selling and doesn't ensure housing rights. Having access to public buildings and services depends the property's value. Profit is more important than the materialization of the essential social right to housing. In this sense, the city became corrupt due to the lack of accordance with the law. The public administration is responsible for supervising construction company's compliance programs and guidelines in the real estate market in order to require that the city development follows the standard of integrity provided by themselves.
